From tzproject.com. Register there, press Redeem Code on your account page, paste your key, then press Download Software and choose TZ.
Yes. The file inside the TZ folder really is named chrome.exe. That is the loader, not a browser.
Yes. Start Steam first, run chrome.exe, wait until it says you can open the game, then start FiveM and log in with your TZ Project details.
